REQUEST FOR PROPOSALS
ADA-SELF ASSESSMENT AND TRANSITION PLAN

The City of Lynn (MA) is soliciting proposals from qualified individuals/firms to conduct a self-evaluation and transition plan in accordance with the Americans with Disabilities Act (ADA). All public entities under Title II of the ADA are subject to complete a self-evaluation and transition plan that serves to provide a strategy for making public buildings, services, activities and programs more accessible. Lynn is seeking to acquire professional services from an individual/firm that specializes in ADA compliance to complete the self-evaluation and transition plan for its municipal buildings, parks and recreational amenities, and parking lots.

Specifications may be obtained starting on Monday, March 30, 2026 at Lynn City Hall Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Specifications are available via email/mail upon request by contacting the purchasing department at 781-586-6893 or by email at: [email protected]. Specifications are available until the due date specified below.

Non-Price proposals and price proposals must be sealed and clearly marked in separate envelopes as outlined in request for proposal specifications. Any proposal not received in this manner will be rejected. Emailed proposals will not be accepted.

Proposals in form must be submitted to the City of Lynn at the above address no later than 12:00PM, Thursday, May 14, 2026

The City of Lynn reserves the right to waive any informality in or to reject any or all proposals or any part thereof and make award as may appear in the best interest of the City. The City of Lynn Purchasing Agent will prepare the notice of award and awarding of this contract.

Invitation for Bids
Installation of Thermoplastic Pavement Markings

The City of Lynn invites sealed bids from qualified pavement marking contractors for the installation of thermoplastic pavement markings. Work to be performed at various locations within the City of Lynn.

Contract is on an as needed basis and not associated with a specific project. The City reserves the right to extend the contract for two (2) additional one-year options for a maximum three (3) year contract term. Estimated annual spending is $354,575. Valuation for purposes of Massachusetts Department of Transportation (MassDOT) Prequalification is based on first year times (X) three years to arrive at estimated total value. MassDOT prequalification of contractors with the class of work as Pavement Markings for the project with an estimated total value of $1,063,725 will be required.

Bids are subject to M.G.L. c.30, § 39M and to the minimum wage rates as required by M.G.L.c.149 §§ 26 - 27H.

Specifications will be available for pick up starting Wednesday, March 11, 2026 at Lynn City Hall, Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Specifications will be mailed or emailed upon request to the purchasing department at [email protected] or at 781-586-6893

Bids must be sealed and marked “Bid #03-664 Installation of Thermoplastic Pavement Markings” and submitted in form to the address above. Bids will be received before 2:00PM, Wednesday, April 1, 2026 and publicly opened read and forthwith in Room 206, City Hall, Lynn, MA.

Bid must be accompanied by a bid deposit that is not less than five (5%) of the total bid price in the form of certified check, cashier’s check or bid bond payable to the City of Lynn.

The City of Lynn invites sealed bids from qualified pavement contractors for Supply and Installation of Roadway Material. Project consist of supplying and disposing of bituminous road material, cold planning, paving of roadways and sidewalks and other related items at various locations within the City of Lynn. Contract is on an as needed basis and not associated with a specific project. The City reserves the right to extend the contract for two (2) additional one-year options for a maximum three (3) year contract term. Estimated annual spending is $3,816,827.50

Valuation for purposes of Massachusetts Department of Transportation (MassDOT) Prequalification is based on first year spending estimate, times (X) three years to arrive at estimated total value. MassDOT prequalification of contractors with the class of work as Pavement Surfacing for the project with an estimated total value of $11,450,482.50 will be required.

Bids are subject to M.G.L. c.30, § 39M and to the minimum wage rates as required by M.G.L.c.149 §§ 26 - 27H.

CITY OF LYNN PUBLIC SCHOOLS
REQUEST FOR PROPOSALS
FOOD SERVICE MANAGEMENT

The City of Lynn Public Schools is soliciting proposals from Food Service Management Companies (FSMC) for the operation of a food service program as outlined in specifications.

FSMC will be responsible for efficient management and consulting services of a food program including, but not limited to: menus, purchasing, receiving, storing, setting up cafeteria lines, counter service, clean up, sanitation, training, hiring, supervising personnel and presenting food in a way to create optimum student participation at the schools listed in specifications.
