Charter Review Committee

The City Charter serves as the foundational document for how Lynn’s municipal government operates. In the past year the City of Lynn has a convened a nine-member Charter Review Committee to comprehensively review the current charter and recommend changes to modernize Lynn’s governance and structure. The Committee, ultimately, will propose and submit recommendations to the City Council for approval in 2025. If approved by the City Council and Mayor, the new charter will go to the State House as a Home Rule Petition to be voted on by the State Legislature.

Charter review in Lynn is being facilitated by the Edward J. Collins, Jr. Center for Public Management – UMass Boston.

The Committee consists of nine members appointed by both the City Council and Mayor:

Public Comment

The Charter Review Committee welcomes public comment. We encourage all residents and stakeholders to review the draft recommendations and provide input through this online form. Any input received will be part of the public comments and shared with all Committee members.

The Charter Review Committee will also be holding a hybrid public hearing on January 7, 2025 to solicit public comment on Zoom and at Lynn City Hall. The Committee will consider all feedback and comments prior to finalizing its draft recommendations to the City Council for review and approval.
