Salary
$75,000-$85,000, plus benefits

Overview
The Senior Community Projects Manager oversees the process of implementing a wide variety of capital improvement projects on behalf of the Department of Community Development and the City of Lynn. Projects may include infrastructure improvements (i.e. sidewalk replacement, street restoration, installation of shade trees, antique lighting, and waste receptacles), park and playground improvements and rebuilds, facilities rehabilitation, building renovation activities including historic restoration, etc.

• Works with department staff assigned to community facility activities.
• Prepares grant applications related to public capital improvement projects.
• Prepares cost estimates for related projects.
• Coordinates design and engineering activities related to public capital improvement projects.
• Prepares specifications for prospective capital improvement projects and coordinates the public procurement process for these improvements.
• Prepare contracts related to community facility projects.
• Monitors community facility projects for performance, compliance requirements, and budget adherence.
• Ensures compliance with applicable laws and regulations and implements projects in a timely fashion based on federal HUD / City and state program requirements.
• Prepare and or assist with regulatory and performance reports as needed
• Attends public hearings, neighborhood meetings and workshops related to the delivery of community facility activities.
• Serve as project manager for assigned community facility projects
• Serves as a clerk of the works to monitor the progress of community facility activities

Preferred Education and Qualifications:
• Degree in landscape architecture, civil engineering, urban planning, community development, or closely related discipline or equivalent work experience in a related field.
• Microsoft suite, Adobe and the ability to read technical drawings.
• Good communication skills and excellent writing skills in order to take on and complete grant applications and or specifications.
• Experience with grant writing, cost estimating, tracking and maintaining budgets as well as site construction supervision and project management.
• Bilingual/bicultural candidates strongly encouraged to apply.
• When candidates are substantially similar in terms of qualifications, preference will be given to candidates who have lived in the City of Lynn for a continuous twelve-month period prior to the date of posting.
