Duties, Qualifications and Requirements
Under the direct supervision of the Chief of Inspectional Services, the Director of the Inspectional Division will have the following responsibilities:
- Administration and supervision of the Inspectional Services Inspectional Division.
- Oversight of all municipal inspections; building, electrical, plumbing, food, weights and measures and health.
- The supervision of all inspectors and contractors involved in inspections for the City of Lynn.
- Available as essential personnel when directed by the Chief.
- Maintenance of all properties owned by the City of Lynn through the Abandoned/Foreclosed Ordinance.
- Aid and assist, upon request, any other city agency as same pertains to complaints and inspections; coordinate and participate in Task Force Operations.
- Assist the Chief in the administration of the Subdivision Control Process when requested.
- Any other assignment as directed by the Chief of Inspectional Services.
Duties include but are not limited to the following:
- Direct Supervision of the day to day activities of the Inspectional Division.
- Direct supervision of the Chief Building Inspector and Sanitarian.
- Develop and implement policies and procedures for the Inspectional Division for approval by the Chief.
- Prepare the Inspectional Divisions yearly budget for submission to the Chief.
- Planning, organization, scheduling and supervision of the Inspectional staff and projects.
- Evaluating and providing written reports on the performance of employees of the Inspectional Division as directed by the Chief.
- Supervise enforcement of all building, housing, health, sanitation and safety regulations mandated by the City and the Commonwealth
- Directly coordinate all enforcement actions for violation of the General Laws, building and health codes, city ordinances, rules and regulations which are subject to enforcement by the Inspectional Service Department.
- Supervise the maintenance of all Inspectional permits, records and files.
- Prepare an annual report of all activities of the Inspectional Division including expenditures, inspections, complaint response, court actions, etc.
- Maintenance of the permitting software system.
- Researches and evaluates new equipment, products and methods to maintain best practices by the Inspectional Division.
- Maintains and schedules appropriate regular training and safety training for all Inspectional Department personnel.
- Attend and participate in grievance and Civil Service hearings, arbitrations and other labor negotiations or hearings as requested by the Chief.
- Maintain Division compliance with all Collective Bargaining Agreements and recommend changes to same to the Chief.
- Serve in an advisory capacity to the Chief as same pertains to Inspectional concerns.
- Attend City Council, School Committee, School Department and other public or private meetings and hearings when directed to by the Chief.
Qualifications:
- College degree in Engineering, Management, Architecture or related field preferred. Equivalent experience in any of those disciplines will also be considered.
- Minimum of three years overseeing code enforcement preferred.
- Must maintain a Massachusetts driver's license and be able to communicate effectively with elected and public officials, staff, union officials and citizens.
- Must be available to respond to off hours emergencies and be able to work in various weather conditions and in/and around hazardous environments.

This is a Level 2 Department Head position, subject to confirmation by the Lynn City Council.
