Overview
Under the direction of the ISD Chief/Building Commissioner, the Chief Health Inspector is responsible for the development of programs and procedures of environmental sanitation; the determination of standards of sanitation. Interprets and enforces regulation of all articles of the State Sanitary Code, Board of Health Regulation, Massachusetts General Law and City of Lynn ordinances pertaining to all aspects of public health. Performs field inspection of food and dairy products, slaughtering, sanitary conditions and determines the minimum standards of fitness for human habitation of private and public housing, recreation area and hospitals. Inspects water supply and sources of pollution, investigates nuisances and sources of filth and air pollution and acts to eliminate unsanitary conditions and corrects violation. Collects samples, performs or arranges for laboratory tests, and analyzes, interprets, and prepares reports of findings. Performs educational duties in the field of environmental sanitation, supervises employees of lower grade and performs necessary administrative duties.

General Duties
• Shall be familiar with all rules regulations and lows concerning the public and environmental health in the City of Lynn and the Commonwealth of Massachusetts.
• Shall ensure that the normal operations and compliance with record keeping procedures of the Inspectional Services Department are performed, including providing administrate and or technical assistance to other employees/departments and providing all necessary administrative work required for the department.
• Direct supervision of multiple health inspectors.
• Ensure compliance with Title 5 of the Massachusetts Environmental Code.
• Review and approve application for alteration of all establishments licensed by the Board of Health.
• Conducts public health inspections including food plan review, food and housing inspections and take appropriate actions including enforcement orders and assisting in legal action.
• Investigate and takes actions relative to complaints of violation of local and state rules, regulations, ordinances and conducts general inspections in the interest of protecting the public and environmental health.
• Perform any other duty as needed to protect the public and environmental health as needed and required by state and local rules, regulations and ordinances.
• Performs varied responsible processional and technical duties requiring reasonable judgment in the evaluation of public health concerns.
• Communicate effectively, orally and in writing.

Qualifications
• Bachelors’ Degree in public health, environmental health, biology, or other related science field.
• Eligible to become a Certified Health Officer and/or Registered Sanitarian in the Commonwealth of Massachusetts. Current Certified Health Officers or Registered Sanitarian are preferred.
• Knowledge of local and Commonwealth of Massachusetts public health rules and regulations, as well as the ability to enforce and interpret regulations firmly, tactfully and impartially.
• Willingness to attend certification courses including Food Safety and Certified Pool Operator.
• Possess valid Massachusetts Driver’s license.
• Able to work effectively with contractors, groups and the general public.
• Able to organize projects, accomplish tasks, meet deadlines, maintain confidentially of information and have user knowledge of personnel computers.

Work Environment:
Work is performed in office conditions and under varying field conditions, with exposure to the hazards associated with construction sites and potential exposure to communicable diseases. The workload is subject to seasonal fluctuation and administrative deadlines; the employee is required to be on call for health-related emergency situations.

Physical Requirements:
Minimal physical effort required when performing functions under typical office conditions. Moderate physical effort required periodically in the field. Frequently required to stoop, kneel, crouch or crawl. Must be able to access all areas of inspection sites, may spend several hours walking or standing. Frequently required to sit and talk or hear, use hands to finger, handle, feel or operate objects, tools or controls, and reach with hands and arms. Occasionally lifts items weighing up to ten pounds. Must have accurate vision and the ability to operate a keyboard at sufficient speed.
