About the Unarmed Response Team
Lynn’s newly established Unarmed Response Team, known as CALM, is an evidence-informed program rooted in harm reduction and trauma-informed response principles that will provide crisis response services to non-violent quality of life and behavioral health and homelessness issues and concerns. The Program Director will work closely with Eliot Human Services’ Community Behavioral Health Center to ensure the philosophy and execution of the program are in line with the intent of the program.
Position Overview
The Program Director will provide administrative and supervisory oversight of the newly established CALM team, serving to enhance the safety and wellness of the community. The team will provide key services and programs targeted at our most vulnerable populations. Reporting to the Director of Public Health, with oversight from the Mayor’s Office in coordination with the DEI Officer, the Program Director will be responsible for overseeing all aspects of the partnership and contract with Eliot Human Services’ Community Behavioral Health Center that will host the Unarmed Response Team.
Roles and Responsibilities
•
Lead the inter-agency effort to improve community safety, through implementation of the partnership and launch of an unarmed response team.
•
Be on the ground responding to calls with the team within a designated rotation to ensure program effectiveness.
•
Collaborate with stakeholders to develop and implement new relationships to support our most vulnerable populations, including ongoing meetings with public safety
•
Communicate effectively while establishing relationships of trust with the community, stakeholders, elected officials and City Departments including soliciting and implementing client feedback.
•
Manage the program and services within allocated budgetary parameters and collaborate in the development of the fiscal budget for the program.
•
Represent the City in its collaboration with Eliot Human Services in the development of staffing, response plans, and identifying other key services.
•
Collaborate in the development, implementation, and monitoring of program policies and procedures which includes continuous training for the team on a variety of topics including cultural competency and other related trainings that provide anti-racist education.
•
Initiate and coordinate efforts to attract further investment in the program including, but not limited to local, state, and federal funding opportunities and grants, as well as partnerships to ensure the sustainability of the project.
•
Create a vision for, and promote an anti-racism, anti-oppression culture and undertake efforts to promote a safe and inclusive environment for LGBTQIA+ and other identities that will be served.
•
Oversee the Community Advisory Board to make sure the program is operating as it should and that all concerns are addressed effectively and in a timely manner.
•
As this is a new role, the person in this role will be expected to perform additional duties as they emerge.
Qualifications
•
Bachelor’s Degree in Social Work, Human Services, Public Health, or related field. Master’s degree and/or Licensed: LICSW, LMHC, Psychology, Nursing preferred.
•
Three (3) to five (5) years of experience working in social services/ public health and/or in managing behavioral health services, or crisis management services.
•
Three (3) years of experience in providing effective and culturally relevant social services, preferred, with a proven track record of leading with a diversity, equity and inclusion lens. Strong communication skills, including presentation and negotiation.
•
Experience with budgets, grants, and other business development activities.
•
Experience with oversight of data collection and management of data collection systems.
•
Understanding of community mental health services, psychiatric rehabilitation, and violence prevention concepts, programs and services strongly preferred.
•
Sensitivity to multicultural populations and their experiences and perspectives, strong preference for someone that has worked in Lynn or with a similar community.
•
Strong awareness of local social service providers/community resources a plus.
•
Strong proficiency in Microsoft Windows Office Suite (Outlook, Word, PowerPoint, Excel).
•
Ability to provide services in Lynn’s predominant languages other than English preferred.
