Salary
$81,031.66-$101,289.58 (Salary determined by educational attainment per collective bargaining agreement. Rates effective July 1, 2024.)

Overview:
The City of Lynn seeks an efficient, detail-oriented, versatile, multitasking leader to serve as an Administrative Assistant for the Parking Department. The Administrative Assistant will report directly to the Parking Director and oversee administrative operations for the Parking Department.

Qualifications: 
• High school diploma/Equivalency required; college degree preferred.
• Experience in municipal parking rules and regulations, as well as being knowledgeable of applicable local and state laws, highly preferred.
• The ideal candidate is an independent problem solver who can manage multiple demands and prioritize the needs of the office and staff.

• Must possess exemplary customer service skills and display the ability to respectfully interact with the general public in addressing their business with the department.

Duties and Responsibilities Include, but are not limited to:
• Assists Parking Director with performing and coordinating administrative support services; acts as principal assistant on all administrative matters.
• Maintains liaison with other organizational units providing support services such as information technology, comptroller, purchasing and personnel.
• Coordinates fiscal procedures within the departmental unit Including: budget implementation and control, confirming that the expenditures are in accord with allocation of funds. Collects data and assists in preparation for the administrative aspects of the annual budget.
• Assists in planning and implementing administrative improvements including organizational changes and work systems. Plans, schedules, and/or attends meetings and conferences and prepares reports when necessary.
• Keeps informed of new and revised personnel policy statements, regulations, directives and other communications Issued by the personnel office. Sits in on job interviews.
• Keeps records for the preparation of administrative reports with regard to: time and attendance records, leaves, termination, new employees, transfers for fiscal expenditures and statistical records.
• Supervises office operations, daily routine and work flow.
• Coordinates departmental services: services such as maintenance, repairs, supplies and mail.
• Signs reports, letters, files and records. Operates a variety of computer and office equipment and is responsible for their maintenance. Purchases office supplies and maintains inventory.
• Conducts business with the public, employees and other departments. Answers questions involving judgment and knowledge. Provides information on policies, procedures and services, along with the application requirements.
• Prepares agendas for meetings; takes, transcribes and presents in report form minutes of meetings as well as dictation and transcription of correspondence, memoranda and speeches.
• Shall attend Off Street Parking Commission and any other meetings related to the activities of the Lynn Parking Department
• Must have a thorough knowledge of principles and practices of office management; work scheduling, automation and workflow analysis. Must be able to prepare special reports and summaries. Must possess effective customer service skills and practices. Must be able to perform any and all related work as assigned.

Knowledge, Ability, and Skills
• Ability to deal with the public responsibly and behave ethically.
• Working knowledge of Microsoft Office and other related computer software with proficiency in Microsoft Excel.
• Highly detail-oriented with strong critical thinking and decision-making skills.
• Excellent listening skills.
• Conflict resolution and customer service training preferred.
• Fluency in English required, proficiency in an additional language (Spanish, Khmer, Haitian Creole, Arabic et al) highly desirable.
