OVERVIEW
The City of Lynn seeks a highly-skilled, experienced technology professional to serve as its first Director of Information Technology. Under the administrative direction of the Chief Financial Officer, the IT Director plans, directs and coordinates the administration and operations of technology and systems projects for the CAO including systems design, application development and customer support, as well as coordinates LAN and system platform operations and maintenance. The IT Director will play an important role in developing and leading new systems that leverage existing city systems. The IT Director will help lead the design, prioritization, and refinement of a multi-year technology master plan. This position partners with all City departments to ensure effective service delivery and management of IT projects to improve performance and efficiency. The IT Director establishes strategies, policies, priorities and objectives for effective and resilient use of technology throughout the organization. This position manages a team of IT professionals that provide a reliable, secure, resilient, customer-service focused environment for desktop and mobile devices.

DUTIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING
• Oversees and manages the development, integration and maintenance of systems critical to the functioning of all City departments, including Police, Fire, Public Works, Library, and the Mayor’s office.
• Directs the City’s day-to-day information technology activities in a fast-paced environment, including system operations, support and administration, desktop administration and IT Help Desk support services to ensure excellent customer service
• Plans, develops, directs and manages the technologies (applications, systems, platforms) and resources (city staff, contractors, vendors) to modernize and transform legacy systems to deliver a highly productive business environment for all City departments.
• Brings knowledge and focus on IT best practice, change management, Agile, outcomes-based performance measurement, and human centered design to continuously improve the City’s service delivery.
• Identifies opportunities to make departmental operating systems more effective and efficient and drive performance and quality for continuous improvement.
• Works with stakeholders and technology partners to define service management and IT communication. Ensures all project issues and risk are appropriately identified and resolved.
• Works with stakeholders, including the Lynn Public Schools IT team, to plan and execute work while balancing technical enhancements and new feature development
• Oversees cybersecurity, disaster recovery and resiliency for the City’s systems including strategies and priorities for system recovery, conducting risk assessments and audits, developing policies, providing education and training and ensuring compliance with City policies and procedures
• Develops and manages the City’s IT budget in collaboration with the CFO, as well as a comprehensive plan for IT project management, and IT hardware and software procurement including issuing RFPs and RFQs.
• Supervises, evaluates, trains and coaches staff in the performance of their assigned duties, and is familiar with the collective bargaining process.
• Facilitates ongoing development, implementation and maintenance of the City’s disaster recovery continuity of operations plans
• Serves as liaison and representative of the Mayor and CFO with a variety of other City staff, elected officials, and officials of outside agencies on all IT related matters.

REQUIREMENTS AND QUALIFICATIONS
• Bachelor’s Degree in Computer Science, Information Technology, or related field. A degree may be substituted with 10+ years of demonstrated progressive leadership and function in the IT space. Masters degree in those disciplines preferred.
• Knowledge of advanced principles and practices of information technology
• Knowledge of current industry standards in network hardware and protocol.
• Effective communication skills, both written and verbal
• Understanding of the municipal budget process.
• Prior experience in municipal government is highly desirable.
• Working knowledge of existing City Hall systems (MUNIS, SmartGov, ExecuTime) preferred.
• The ideal candidate will have at least 10 years experience in IT/systems management, including 3-5 years of supervisory experience.

This is a Level 1 Department Head position, subject to confirmation by the Lynn City Council.
