Under the direct supervision of the Chief of Inspectional Services, the Director of Buildings and Grounds will have the following responsibilities:
• Administration and supervision of the Inspectional Services Facility Division.
• Maintenance of all municipal and school facilities, buildings and associated grounds owned or operated by the City of Lynn.
• The supervision of all custodial and maintenance staff, supervisors and contractors providing custodial and maintenance services for the City of Lynn.
• Available as essential personnel when directed by the Chief.
• Maintenance of all properties owned by the City of Lynn by foreclosure for lien payment of real estate taxes.
• Aid and assist, upon request, any other city agency as same pertains to maintenance and/or facility management.
• Any other assignment as directed by the Chief of Inspectional Services.

Duties include but are not limited to the following:
• Direct supervision of the Assistant Supervisors of Custodian and Maintenance.
• Develop and implement policies and procedures for the Facility Division for approval by the Chief.
• Prepare the Facility Divisions maintenance and cleaning budget for submission to the Chief.
• Planning, organization, scheduling and supervision of the custodial and maintenance staff and projects.
• Evaluation and providing written reports on the performance of employees of the Facility Division as directed by the Chief.
• Direct snow removal for all municipal and school facilities, buildings and grounds.
• Directly supervise the Facility Divisions maintenance and cleaning budget and purchasing expenditures.
• Prepares estimates, plans and specifications; receives and evaluates proposals from contractor for maintenance and cleaning projects for approval by the Chief.
• Plan, schedules, coordinate and oversees contracted maintenance and cleaning projects,
• Maintain Asbestos Hazard Emergency Response Act (AHERA) compliance in all school buildings.
• Prepare an annual report of all activities of the of the Facility Division including expenditures and projects by facility as well as recommending capital projects for the Department.
• Maintenance of the Facility Dude software systems.
• Routine inspection and reporting of all municipal and school buildings in a format to be approved by the Chief.
• Researches and evaluates new equipment, products and methods to maintain best practices by the Facility Division.
• Maintains and schedules appropriate regular training and safety training for all Facility Department personnel.
• Attend and participate in grievance and Civil Service hearings, arbitrations and other labor negotiations or hearings as requested by the Chief.
• Maintain Division compliance with all Collective Bargaining Agreements and recommend changes to same to the Chief.
• Serve in an advisory capacity to the Chief as same pertains to custodian and maintenance concerns.
• Attend City Council, School Committee, School Department and other public or private meetings and hearings when directed to by the Chief.

Qualifications:
Bachelor’s Degree in Engineering, Facilities Management, Architecture or a related field with a minimum of five years supervisory experience in building and grounds maintenance, as well as AHERA and Americans with Disabilities Act (ADA) compliance preferred. Years of relevant facilities and supervisory experience will be considered in lieu of a degree.
• Knowledge of Massachusetts General Laws related to procurement, and the operation of building maintenance software and environments controls.
• Ability to communicate effectively with elected and public officials, staff, union officials and citizens.
• Must be available to respond to off hours emergencies and be able to work in various weather conditions and in/and around hazardous environments.
• Ability to access crawl spaces and mechanical rooms.
• Current Massachusetts Driver’s License.

This is a Level 2 Department Head position, subject to confirmation by the Lynn City Council.
