Job Title: Housing Program Manager

Overview:
The City of Lynn seeks a forward-thinking, policy-oriented professional to serve as Housing Program Manager (HPM). The HPM will be responsible for managing and supporting existing housing planning activities and programs, and expanding the City’s housing efforts by undertaking initiatives to implement strategies outlined in the City’s Housing Production Plan and Vision Lynn (Recently adopted comprehensive plan). The HPM will work closely with the Mayor’s Office, City of Lynn Planning Department, Lynn Housing Authority and Neighborhood Development, City of Lynn Office of Economic and Community Development, and other City departments, non-profit and private housing developers and managers, social service agencies, regional and state agencies.
Duties and Responsibilities include but are not limited to:
• Act as a liaison for the Affordable Housing Trust Fund and all City Departments.
• Coordinates Affordable Housing Trust Fund meetings which includes establishing meeting agendas and taking minutes at each meeting.
• Coordinates and manages application process for any programs run by the Affordable Housing Trust Fund.
• Provides monitoring and oversight of projects funded through the Affordable Housing Trust Fund.
• Manages the City’s Inclusionary Housing program, carrying out monitoring activities for projects subject to affordability requirements, and administrative support; recommend updates in alignment with city goals and best practices.
• Reviews and evaluate complex development proposals for compliance with the City’s Inclusionary Housing ordinance and alignment with goals and objectives outlined in the Housing Production Plan and Comprehensive Plan.
• Undertakes new initiatives to implement the strategies outlined in the Housing Lynn Plan (Housing Production Plan) and Vision Lynn (the citywide Comprehensive Plan).
• Identifies, applies for and manages grants to support goals and objectives of the Housing Lynn Plan and Vision Lynn.
• Performs field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans.
• Work with City departments to coordinate and maintain lists of problem properties, abandoned properties, tax-title lien properties.
• Manages the city’s Subsidized Housing Inventory including adding new units and ensuring compliance with applicable affordability terms.
• Monitor and update policy including Inclusionary Housing zoning and other tools; undertake studies and keep abreast of best practices to inform recommended changes.
• Compiles and analyzes program data for program evaluation, management, and goal setting.
• Provides customer service and responds to phone, email, and written communications; attends evening and weekend meetings, as necessary;
• Performs other related duties as required.
Qualifications:
• Bachelor’s degree in urban or regional planning, urban affairs or related field; minimum of two (2) years of professional experience in planning, community development, housing policy/law, or real estate development.
• Familiarity with affordable housing program, funding sources, federal and state programs supporting the development of affordable housing
• Project or grant management experience. Knowledge of assembling financing for successful affordable housing development and/or experience working with public agencies, private lenders, or non-profits with the mission of creating affordable housing.
• Any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of degree.
• When applicants are substantially similar in terms of qualifications, preference will be given to candidates who have resided in the City of Lynn for a continuous twelve-month period prior to the date of posting.
Preferred Qualifications:
• Master’s Degree in urban or regional planning, urban affairs, or related field, and a minimum of two (2) years of professional experience in planning, community development, housing policy/ law, or real estate development strongly preferred.
