Overview
Under the direction of the ISD Chief/Building Commissioner, the Project Manager works in a managerial role for the Inspectional Services Department performing professional and technical work responsible for managing, coordinating, and directing building construction and renovation capital improvement projects from initial concept and schematic design through final design, permitting, public bidding, construction and commissioning. This position coordinates with various City stakeholders and manages consultants and contractor to successfully complete project and ensure alignment with the City’s goals.

Essential Functions:
• Oversee the planning, design, permitting and construction of municipal and school building capital improvement projects.
• Ensure that capital construction projects are designed, constructed and completed in accordance with goals established by the Inspectional Services Department in coordination with other City Departments and stakeholders with respect to quality of work, schedule and budget.
• Schedules, coordinates and supervises house doctor contractors in the completion of a project.
• Manages, organizes, coordinates and monitors activities and function of projects in cooperation with other departments, contractors and design professionals.
• Communicates and informs to all relevant parties and stakeholders before and during a project all necessary information.
• Coordinates consultants in the study, design and construction oversight of capital improvement projects. Manages projects through the public procurement process including bidding and construction.
• Determines need for, reviews and submits for approval Change Orders on design and/ or construction projects.
• Reviews and approves Contractors Certificates for Payment and/or consultant invoices.
• Reviews and details changes needed on consultant work products.
• Analyzes and prepares written reports on program and project performance.
• Develops program and project budgets, schedules, work plans, labor utilization and cost estimates/projections.
• Maintains technical skills to interpret construction methods, contracts and project drawings.
• Performs other duties as assigned by the Chief.

Education and Experience:
Bachelor’s Degree in architecture, design, and/or construction management and five to seven years of construction related experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Requirements and Qualifications:
• Ability to establish and maintain effective working relationships with staff, contractor, stakeholders and designers,
• Ability to work independently and complete assignments to meet deadlines and budgets
• Ability to produce correspondence, reports and utilize Microsoft Office
• Ability to work outdoors, in an office environment and on construction sites
• Ability to manage time skills and monitor and manage multiple projects simultaneously
• Knowledge of the principles and practices of construction procedures, procurement law and construction project management practices
• Ability to monitor construction projects, prepare and administer budgets
• Ability to maintain records; and skill in preparing reports
• Knowledge of the principles and practices of building construction and budgetary management
• Ability to communicate effectively and clearly in written, verbal and electronic communications
• Must possess a Massachusetts Driver’s License
