$78,291.46-$97,864.33 (Salary determined by educational attainment per collective bargaining agreement)

Overview:
The City of Lynn seeks an efficient, detail-oriented, versatile, multitasking leader to serve as an Administrative Assistant for the Treasurer/Collector’s office. The Administrative Assistant will report directly to the Treasurer/Collector and oversee administrative operations for the Collections division.

Qualifications:
• High school diploma/Equivalency required; college degree preferred.
• Must have at least five years of experience in MA tax collection or cash management and possess knowledge of Massachusetts General Laws about excise, personal property, and real estate taxes.

Duties and Responsibilities Include, but are not limited to:
• This position performs a variety of administrative functions to assist the Treasurer/Collector, including but not limited to answering the phone, processing over the counter payments, preparing bank deposits, and the receipt and distribution of department mail.
• Unusual situations are referred to the supervisor for advice and further instructions.
• Supervisor reviews work to remain aware of progress, work methods, and technical accuracy.
• Assists the Treasurer/Collector with the preparation of various department reports on all collection activity; balances checks and cash to receipts on a daily basis and prepares report for the Treasurer/Collector.
• Researches and prepares municipal lien certificates.
• Posts payments to accounts and exemptions.
• Researches public and mortgage companies requests for information.
• Completes filing of receipts, reports, bankruptcies and MLC requests in a timely manner.
• Prepares and issues refunds.
• Sorts mail and ensures correct postage for outgoing mail.
• Verifies accuracy of tax bills.
• Tracks delinquent bills and mails payment demand correspondence.
• Advertises and places liens on properties for non-payment of taxes.
• Assists with maintenance of Treasurer/Collector’s office records and files.
• In the absence of the Treasurer/Collector, performs the daily functions of the office.
• Performs other work as required or assigned from time to time.

Knowledge, Ability, and Skills
• Ability to deal with the public responsibly and behave ethically.
• Working knowledge of Microsoft Office and other related computer software with proficiency in Microsoft Excel
• Highly detail-oriented with strong critical thinking and decision-making skills.
• Excellent listening skills
• Conflict resolution and customer service training preferred.
• Fluency in English required, proficiency in an additional language (Spanish, Khmer, Haitian Creole, Arabic et al) highly desirable.
