Job Title: American Rescue Plan Act Compliance Officer
Salary: $90,000-$100,000, multi-year contract with benefits
Work Hours: City Hall Hours; flexibility to attend evening and weekend meetings

Overview
The American Rescue Plan Act (ARPA) Compliance Officer is the City’s primary point person on the disbursement, reconciliation, and accounting of funds received through the American Rescue Plan Act of 2021. The ARPA Compliance Officer must become well-versed in ARPA, stay informed of updates to achieve a high level of understanding around the ARPA funds and the lawful uses of the funding, and collaborate with other municipal employees, elected officials, and community stakeholders to ensure the equitable and transparent spending of the funding.
*Please note that the applicant selected for this position will be under contract through December 31, 2026, at which time funding expires.

Duties and Responsibilities Include But Are Not Limited To: 

• Administration, documentation and recording the City’s ARPA fund allocation and associated projects.
• Document all approved projects and make sure they adhere to the most updated federal ARPA guidance.
• Create and adhere to strict budget for each project, in collaboration with Department Heads and Vendors.
• Work with Purchasing Department to ensure full compliance with Massachusetts General Laws on procurement including Chapter 30B.
• Liaise between municipal, state and federal government stakeholders relative to acceptable uses of ARPA funds.
• Assist the Chief Financial Officer in reporting, compliance, and audit requirements associated with the ARPA funding.
• Serve as the point of contact and ensure resolution for businesses, advocates, community organizations and the general public for questions, requests, and issues relative to complying with their ARPA funding award.
• Monitor awardee progress, oversee implementation, and conduct audits to ensure all approved projects are compliant with ARPA regulations.
• Bachelor’s degree OR any equivalent combination of education, training, and experience which provides the required knowledge, skills, or abilities to perform the essential functions of the job.
• Similar experience in municipal government strongly preferred.

• When applicants are substantially similar in terms of qualifications, preference will be given to candidates who have resided in the City of Lynn for a continuous twelve-month period prior to the date of posting.
• Other duties as assigned by the Chief Financial Officer or their designee.
Knowledge, Ability and Skills Knowledge: Thorough knowledge of municipal accounting and auditing principles, practices and procedures; thorough knowledge of generally accepted accounting principles, promulgation’s of UMAS, Governmental Accounting Standards Board (GASB), and GAAP accounting standards and applicable Massachusetts General Laws, regarding finance, insurance and procurement; knowledge of municipal budgetary functions; knowledge of financial software applications; thorough knowledge of the operations of city departments.

Abilities:
Ability to develop effective working relationships with department personnel, elected officials, and community stakeholders; ability to keep thorough documentation and sourced records related to all projects;

Skill:
The ideal candidate for this position is someone who is organized, analytical, self-motivated, who exercises discretion and has strong ethical practices. They should be proficient in all Microsoft Office suite programs.
