Location: In-person at LPD headquarters; requests for a hybrid (in-person and remote) schedule could be considered.

Salary/Hourly
$65,000-$80,000, plus benefits

Overview
The Grants Manager will be responsible for managing and maintaining all assigned federal and state grants for the Lynn Police Department. This includes researching available grant opportunities, writing grant applications, submitting monthly and quarterly reports, and ensuring each grant complies with regulations. This individual must be very organized, self-motivated and have a working knowledge of grant management.

Essential Duties and Responsibilities include but are not limited to:

• Write and submit grant applications based on department goals;
• Monitor and meet grant submission and reporting deadlines;
• Create new programs and obtain funding to implement programs;
• Prepare and submit programmatic reports to funding agencies;
• Prepare and submit fiscal reports to funding agencies;
• Prepare and submit budget modifications as necessary;
• Provide internal updates on the grant budget and monitor expenditures to ensure that grant funds are used as budgeted, projecting shortages or excess funding;
• Maintain files in an orderly and standard manner for each grant by fiscal year.
• Build and maintain relationships with partnering organizations;
• Work with grant subrecipients on grant related matters;
• Work on special projects assigned by the Chief of Police or Deputies;
Qualifications, Experience and Requirements • A minimum of two years of prior grant writing/managing experience required;
• Thorough understanding of state and federal grant fiscal and programmatic requirements;
• Proven experience meeting deadlines;
• Understanding of funding cycles;
• Ability to write grant applications;
• Understand budget procedures, including grant modification and procurement statutes;
• Experience in researching topics to identify best practices;
• Knowledge of routine police practices and procedures;
• Able to analyze data and verify information;
• Ability to use Federal grant management programs such as JustGrants, Grants.gov, OJP Performance Measurement Platform and COMMBUYS.
• Computer experience in the following software required: MS Word, Excel and Outlook

EDUCATION
• Bachelor’s Degree required;
• Bachelor’s Degree in Criminal Justice, Business Administration or related field from an accredited College or University preferred or equivalent combination of professional experience and education;

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to read and interpret documents and financial reports. Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to track and evaluate date and conduct statistical evaluations.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
