Overview:
The City of Lynn seeks an efficient, detail-oriented, versatile, multitasking leader to serve as Fiscal Compliance Manager for the Treasurer/Collector. The Fiscal Compliance Manager will report directly to the Treasurer/Collector, coordinate the department’s compliance related to cash management, bank reconciliations, and benefits administration, and serve as a confidential associate to the Treasurer/Collector and Chief Financial Officer.
Duties and Responsibilities Include, but are not limited to:
• Coordination and execution all bank reconciliations.
• Assisting with customer transactions on an as needed basis.
• Managing the daily cash workbook.
• Providing support to the Coordinator of Payroll and Budget
• Assisting Treasurer/Collector with annual 1095-C (Affordable Care Act) compliance.
• Serving as confidential associate to Treasurer/Collector and CFO.
• Assisting with the formation of the City’s annual budget.
• Managing all required IRS compliance reporting.
• Assisting with development of departmental policies and procedures.
• Assisting with annual OPEB (Other Post Employment Benefits) compliance.
• Providing technical support to the city’s benefits administration team.
• Serving as liaison to the city’s independent auditors.
• Other duties as assigned by the Treasurer/Collector and CFO.
Qualifications
• High school diploma/Equivalency required; college degree in Finance, Accounting, or Business Administration highly preferred.
• The ideal candidate is an independent problem solver who can manage multiple demands and prioritize the department’s compliance needs.
• Seeking a leader with a strong work ethic and desire to take on multiple roles.
• Experience with MUNIS (a Tyler Technology product) preferred.
• Must display the ability to respectfully interact with the general public in addressing their business with the department.

Knowledge, Ability, and Skills
• Ability to deal with the public responsibly and behave ethically.
• Working knowledge of Microsoft Office and other related computer software with proficiency in Microsoft Word and Excel.
• Proficiency with MUNIS.
• Highly detail-oriented with strong analytical, critical thinking, and decision-making skills.
• Excellent listening skills.
